Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: hopeful statements are released from different nations. Considerable effort is allocated on containing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity afforded by up-to-date information. From witness perspectives, military aircraft that had been deployed to counter approaching aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably supplied through allied countries. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly gives way to grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from catastrophe and another blackout.
Ongoing Risks
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on international aid – a reliance that regional partners are demonstrably unable to substitute in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new approach from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, no doubt, continue.
Political Considerations
It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is impossible to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not evolve additionally in its favour in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a just a single week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
